The 4th Transnational BAS Conference

On March 19th 2019, the Municipality of Tirana in cooperation with the EDEN Center, hosted the 4th International Conference “BAS for my Tirana” in the framework of the project Benefit As you Save – “BAS”.

The conference aimed at presenting a project that brings a new initiative in the recycling process in Tirana, encouraging the community, institutions and businesses to recycle more and consider this process as a benefit system.

During the conference held their word Mr. Genci Kojdheli, General Director of Strategic Projects and Economic Development, Mrs. Adela Abazi Director of European Integration and EU Projects. Furthermore, the BAS Project Partners, Nea Filadelfeia-Nea Chalkidona, Limassol Municipality -Cyprus, Sofia Municipality- Bulgaria, Tirana Municipality – Albania, Environmental Center for Development Education and Networking Albania -EDEN center, University St. Kliment Ohridski-Bitola – North Macedonia have presented their practices of BAS Plan.

A series of discussions were made about the application of recycling process by citizens, business companies and institutions in the selected project area. Participants were interested in the models and positive practices applied by other countries in the region.

“Ministria e Turizmit dhe Mjedisit pezulloi pak kohë më parë lejet mjedisore të 9 guroreve në Malin e Tomorrit …Dy shkeljet më të rënda të konstatura ishin: ndryshimi i koordinatave të gërmimit nga leja në terren dhe e dyta: mungesa e zbatimit të detyrimit ligjor për rehabilimin e zonës së gërmuar …”.

Duke u nxitur jo vetëm nga media, por dhe nga raportimet e ndryshme të banorëve për veprimtarinë e gurore dhe për ndikimin e pakthyeshëm në mjedis, qendra EDEN është duke ndjekur projektin “Rehabilitimi i Parkut Kombëtar të Tomorrit” mbështetur nga WWF Adria.
Për këtë projekt qendra EDEN ka zhvilluar një vizitë (5-7.03.2019) në Malin e Tomorrit, si një nga terrenet më karakteristike të veprimit guroreve në vend. Vizita ka patur për qëllim jo vetëm për të parë situatën nga afër, por dhe për të kontaktuar aurotetet lokale në lidhje me përgjegjësitë dhe aksionet e tyre për çështjen. Me ndryshimin e sipërfaqes së Parkut Kombëtar të Malit të Tomorrit në sipërfaqen e tij janë përfshirë tashmë dhe 12 gurore të cilat ndodheshin jashtë zonës së Parkut Kombëtar, 467, datë 26.7.2018 “Për zgjerimin e sipërfaqes së parkut kombëtar". Aktiviteti i këtyre guroreve në malin e Tomorrit, edhe pse momentalisht i ndaluar, mbetet përsëri në një çështje e nxehtë. Dëmtimi i malit i shkaktuar nga guroret e vendosura aty, vihet re dukshëm me sy të lirë. Ngjyra mbizotëruese e peizazhit është e shpateve të malit të gërruera, duke mos i lënë vend gjelbërimit, naturës të zhvillohet e lirë aty.

Autoritetet lokale si Agjencia Rajonale e Zonave të Mbrojtura-Berat, Inspektorati i Mjedisit, Pyjeve, Ujërave dhe Turizmit, dega rajonale Berat janë ndër njësitë më vigjilente në zonë në lidhje me veprimtarinë e Guroreve. Duke filluar nga viti 2015-2019 në total janë evidentuar nga Agjencia Rajonale a Zonave të Mbrojtura Berat 26 raste të guroreve me shkelje në veprimtarinë e tyre bazuar në lejen mjedisore. AdZM, për të vijuar më tej me funksionin e tij si autoritet, pra jo vetëm në evidentimin e rastit, por dhe për zgjidhjen e tij komunikon me policinë e shtetit. Nga ana tjetër kompanitë e guroreve duhet të bëjnë një rehabilitim progresiv të veprimtarisë së tyre. Me sy të lire kjo vihej re, që rehabilitimi jo vetëm që nuk ka ndodhur në zonë, por gjendja e malit në këtë moment është në një pikë të pakthyeshme dhe zona nuk mund të kthehet në gjendjen e mëparshme. Guroret që veprojnë jo vetëm në malin e tomorrit në zonën e mbrojtur, shfrytëzojnë terrenin dhe nuk ka asnjë zbatim ligjor për rehabilitimin e zonës edhe pse është detyrim për secilën kompani. Garancia e sigurimit që paguhet nga kompanitë, të Agjencia Kombëtare të Burimeve Natyrore, nuk e ngarkon këtë agjenci me detyrimin e rehabilitimin, pasi aktori kryesor që zhvillon rehabilitimin mbetet vetë kompania.

Today, on 6th of March 2019, our offices were “flooded” by our great volunteers. After the expression of interest from their side to be part of the BAS initiative, the BAS project coordinator with the support of EDEN volunteers coordinator and our EVS volunteer organized two workshops. These activities are organized in the frame of “Stimulating citizens participation to recycle processes through the implementation of benefits systems Benefit as You Save- BAS” project supported by Transnational Cooperation Programme Interrreg V-B “Balkan –Mediteranean 2014-2020”.
With the purpose of engaging them during the BAS awareness campaign and jointly planning the interventions, volunteers were initially informed about the recycling scheme and the intervention pilot area. Later on Mrs Mamaj, explained the concrete tasks to be undertaken by them during the data collection site visits. Few short learning by doing exercises were conducted then, so that the volunteers do a unified presentation of the project when approaching businesses, bars and restaurants in the pilot area. The second part of the workshop was conceived as a work in groups, where young people were dividing tasks, forming intervention groups of four and posing clarifying questions to the coordinator. They decided to use GPS tools as a mean to map the location of each business unit within the pilot area. “This is cool” said Tea, “I’ll have the possibility to practice IT tools for project purposes. I am thrilled to be engaged in this initiative and give my contribution for waste segregation and recycling in Tirana”.
Implementation of our BAS project is in full speed now and having this great group of volunteers joining their hands with the project team will help us the excel…….

On Saturday, the 2nd of March 2019, EDEN center organized a workshop for all the interested young volunteers with the topic: Recycling of waste in Tirana. This workshop was held in the framework of the BAS project - Simulation of Civic Participation in the process of recycling through implementation of a benefitting system, part of the regional project Interreg VB "Balkans - Mediterranean 2014-2020, with the purpose of promoting recycling and waste separation in source in a pilot area of Tirana.
15 young people from different fields of study (economy, architecture, environment, computing, etc.) participated, all of them energetic young people and interested in environmental protection. They often organize themselves to plan activities to share valuable experiences among themselves.
During the workshop, young people were introduced to the concept of waste and their ways of processing them. The activity was interactive and everyone had the opportunity to share the information gathered by the university and everyday life.
Furthermore, they were acquainted with the BAS (Benefit As You Save) project, the objectives and expected results of this project. This project provides space for youth engagement by working on the ground for realizing a business map in the pilot project and following to inform and raise awareness of the community.
This is a very good opportunity to increase the capacity of young people by practicing communicative, argumentative skills and developing practices in environmental protection.
